Pak cannot use US funds against India

The US has assured India that the monetary aid extended to Pakistan through the Kerry-Lugar bill has conditions attached with it to ensure that they would not be diverted to military purposes against India.

The Kerry-Lugar bill introduced by senators Kerry and Lugar proposes to extend an annual monetary aid of $1.5 billion for a period of 5 years to Pakistan to ramp up its economy and address issues that are attracting people towards terrorism. It has with it certain conditions that are legally binding on the Pakistan administration with respect to the use of the funds and it also sets certain targets to be achieved over the period of time.

It really has to be seen how binding these conditions would be in reality since Pakistan is admittedly famous for diversion of such funds.
